Every redesign is scoped to a specific behavior it's meant to change. If we can't name the metric a redesign is supposed to move, we don't scope it as a project.

A refresh with no target metric isn't something we scope. If the ask is purely visual with nothing to measure, we'll say so upfront rather than take the project anyway.
